
The Resource Center Leading Sudan’s Anti-Corruption Efforts

In the wake of Sudan’s December 2018 revolution, which ended three decades of authoritarian rule, Sudanese reformers – with international support – established the Sudan Anti-Corruption Resource Center (SARC) in 2020. The Center emerged from a critical need for a unified, informed approach to tackling corruption during Sudan’s fragile political transition. Designed as a national hub for anti-corruption education, collaboration, and capacity building, SARC aimed to centralize resources, bridge fragmented efforts, and empower local actors.
Now, amid the devastating conflict that erupted in 2023—claiming thousands of lives, displacing over 16 million people, and crippling the nation’s infrastructure—SARC’s mission is more urgent than ever. As Sudan’s economy teeters on collapse, a new generation of anti-corruption reformers is stepping up. SARC continues to serve as a vital platform for equipping Sudanese civil society, institutions, and private sector stakeholders with the tools, knowledge, and networks needed to fight corruption and advocate for transparent, accountable governance.
Education is the core of SARC’s work. The center delivers online, interactive courses tailored to Sudan’s political and institutional context. These programs target key stakeholders – government officials, entrepreneurs, civil society leaders and journalists – and build practical skills for detecting, reporting and preventing corruption. Complementing the training, SARC has a robust digital library with Sudan-specific legal resources, case studies and research to inform evidence-based reform.
Beyond training, SARC connects Sudanese reformers with global anti-corruption practitioners. Through virtual and in-person events, the platform facilitates knowledge sharing, strategic collaboration and peer support. By bringing together a wide range of actors, SARC turns fragmented reform efforts into a cohesive movement for accountability.
SARC also provides direct support to local reformers and organizations on the ground. This includes technical assistance, programmatic guidance and access to funding. These services enable grassroots actors to monitor public institutions, advocate for policy change and amplify the voices of communities demanding transparency and justice.
In a country where activists face personal risk and limited support, the Sudan Anticorruption Resource Center is more than a platform – it’s a lifeline. It provides the education, connectivity and empowerment to sustain local-led reform even in conflict and crisis. As Sudan looks to the future, SARC will be key to building a foundation for sustainable governance. By investing in knowledge, collaboration and grassroots capacity SARC is a model for anti-corruption in fragile and conflict-affected contexts – not just in Sudan but across the region.
